The Thunder Shirt, pictured below, was created to calm the nervous system. It mimics the pressure of a tight, sustained hug, like when holding an inconsolable child or those who have Autism. I keep the shirt on-hand for my Paw Peace Board & Care dogs. Last 4th of July
it was particularly effective for Teddy, shown below, who transformed into a Teddy Bear. Having said that, they don't absolutely work on all dogs, but I suggest giving it a try! You can purchase shirts on-line or from a Pet Store.

Another effective answer for anxiety is the Bach Flower
Rescue Remedy. There's the original version for humans and
a newer version for animals. A few drops of either in your
pet's water bowl will relax and quell their Nervous system.
Of the two versions, I prefer to use the original for, and on, animals. I typically add it to the palms of my hands when doing bodywork. The Pet version is sticky while the original is a water-like liquid mixed with alcohol for preservation. I've used the original for years with my human massage clients, in Veterinarian waiting rooms and for anyone who crosses my path with any type of emotional trauma. Purchase at Health Food Stores or Homeopathic Pharmacies.
Instruction For Rescue Remedy on Body:
From the dropper, squeeze three or four drops into the palm of your hand. Rub both hands together and, starting at your pet's head, run both hands down the entire length of their body. Once you've reached the end/the sacrum, make a fist around their tail and continue on to the very tip.
Go back to their head and repeat the "hand run" once again, (NO MORE REMEDY IS NEEDED) but this time go quickly for a nice finishing touch, for reassurance and a jolt of energy. They love this last bit!
TO NOTE: The rule to Homeopathy is "less is more," so if you choose to add three or four drops to water bowl, then you won't need to use the hand method, and vise versa.
